"Free education in Germany" is real — but it is not free of cost. Public universities charge little or no tuition, yet you still have to prove you can fund your living, clear an admissions document called APS, and often show language proof. Here is exactly what is free, what is not, and why India just became Germany's largest source of international students.

Is tuition actually free?

For most public universities, yes. Undergraduate and many master's programmes charge no tuition — only a semester contribution of roughly €150–350 that often includes a public-transport pass. Two exceptions to know:

Do you need IELTS?
